Sonnino who is in charge here during Aglens temporary absence at Shanghai has received a vaguely worded telegram in Chinese from Canton government stating that a plan for settling matter has been devised and requesting Inspector-General of customs to send instructions to commissioner to act accordingly. Commissioner is equal colleague of superintendent who is representative of huiwuchu it is impossible to give legal definition to their respective functions, Commissioner would act in accordance with superintend ent's directions unless they conflicted with treaties in which case he would act under protest and even in certain eventualities, say if revenues were concerned, refuse to conform thereto.
